Command History
Submarine Flotilla TWO was established in 1965 at Naval Submarine Base New London, in Groton, Connecticut to oversee all submarines operating out of Groton. Redesignated as Submarine Group TWO in the mid-1970s, Submarine Group TWO’s role expanded to include the command of all attack submarine squadrons on the East Coast, providing oversight for their training and maintenance.
In 2014, as part of a Navy realignment, the Submarine Force disestablished Submarine Group TWO and its duties were absorbed into the headquarters of Commander, Submarine Force Atlantic.
Six years ago, in response to increasing adversary naval and submarine activity in the Atlantic, the Navy decided to re-establish Submarine Group TWO and U.S. SECOND Fleet to enhance the Fleet’s ability to deter and, if necessary, defeat maritime threats to the United States and North America. On September 30, 2019, Submarine Group TWO was stood back up, this time configured to provide command and control of undersea operations in support of Maritime Homeland Defense.
Submarine Group TWO’s main role is to act as the Theater Undersea Warfare Commander (TUSWC) for U.S. SECOND Fleet and U.S. FOURTH Fleet. As the TUSWC, Submarine Group TWO commands submarines, surface ships, aircraft, and undersea surveillance sensors to locate, track, and, if ordered, destroy, adversary submarines in the Atlantic. Submarine Group TWO, as the TUSWC Center of Excellence, also helps lead innovation and testing of new undersea warfare tactics and equipment. In this role, Submarine Group TWO sends teams to train and certify all the U.S. Navy TUSWCs across the globe.
