CAPT John Osborne

Captain Osborn, a native of Freeland, Michigan, enlisted in the Navy in 1990 as a nuclear-trained Electrician’s Mate. Selected for the Nuclear Enlisted Commissioning Program (NECP), he received his commission at Officer Candidate School, Pensacola, Florida, in October 1997.

His sea assignments include Division Officer aboard USS West Virginia (SSBN 736 GOLD), Combat System Officer and Operations Officer aboard USS Albuquerque (SSN 706), Executive Officer aboard USS Scranton (SSN 756), Commanding Officer aboard USS Boise (SSN 764), and most recently as Commanding Officer aboard USS Georgia (SSGN 729 GOLD).

Ashore, Osborn’s assignments include duty as the Tactical Readiness Evaluation Inspector and Submarine Readiness and Military Construction Officer for COMSUBLANT, Military Assistant to the Under Secretary for Nuclear Security at Department of Energy, Future Operations Director for Commander, Second Fleet, and various positions with the Joint Staff (J36), including Mission Assurance Branch Chief, Deputy Director for Operations at Operational Team 2, and National Military Command System Operations Division Chief.

Osborn assumed his current duties in October 2025 as the Chief of Staff for Commander, Submarine Group TWO, the theater undersea warfare lead in the Atlantic also responsible for leading innovation and testing of new undersea warfare tactics and equipment, and training and certifying Theater Undersea Warfare Commands (TUSWC) across the globe.

Captain Osborn’s academic achievements include earning a Bachelor of Science Degree (Summa Cum Laude) in Mechanical Engineering from Auburn University, a Master of Science in Operations Research from Naval Postgraduate School in Monterey, California, where he also completed his Joint Professional Military Education (Phase I) from the Naval War College. Most recently in 2014, he earned a Master of Business Administration degree with a leadership Initiative distinction from Kenan-Flagler Business School at University of North Carolina at Chapel Hill.

Captain Osborn has had the privilege of serving on high performing teams who have earned multiple unit citations. His personal awards include the Defense Superior Service Medal, Meritorious Service Medal (four awards), Navy Commendation Medal (three awards), and the Navy Achievement Medal (three awards).
